The parties agree to submit the dispute to binding arbitration in accordance with the Commercial Arbitration Rules of the American Arbitration Association (“AAA”) then in effect.&nbsp; Except as otherwise provided herein, the arbitrator shall apply the substantive laws of the Federal Judicial Circuit in which Our principal place of business is located, without regard to its conflict of laws rules.&nbsp; Within ten (10) calendar days after the arbitration demand is served upon a party, the parties must jointly select an arbitrator with at least five (5) years’ experience in that capacity and who has knowledge of and experience with the subject matter of the dispute.&nbsp; If the parties do not agree on an arbitrator within ten (10) calendar days, either party may petition the AAA to appoint an arbitrator, who must satisfy the same experience requirement.&nbsp; In the event of a dispute, the arbitrator shall decide the enforceability and interpretation of this arbitration agreement in accordance with the Federal Arbitration Act (“FAA”).&nbsp; The parties also agree that the AAA’s rules governing Emergency Measures of Protection shall apply in lieu of seeking emergency injunctive relief from a court.&nbsp; The decision of the arbitrator shall be final and binding, and no party shall have rights of appeal except for those provided in section 10 of the FAA.&nbsp; Each party shall bear its share of the fees paid for the arbitrator and the administration of the arbitration; however, the arbitrator shall have the power to order one party to pay all or any portion of such fees as part of a well-reasoned decision.&nbsp; The parties agree that the arbitrator shall have the authority to award attorneys’ fees only to the extent expressly authorized by statute or contract.&nbsp; The arbitrator shall have no authority to award punitive damages and each party hereby waives any right to seek or recover punitive damages with respect to any dispute resolved by arbitration.&nbsp; The parties agree to arbitrate solely on an individual basis, and this agreement does not permit class arbitration or any claims brought as a plaintiff or class member in any class or representative arbitration proceeding.&nbsp; Except as may be required by law, neither a party nor the arbitrator may disclose the existence, content, or results, of any arbitration without the prior written consent of both parties, unless to protect or pursue a legal right.&nbsp; If any term or provision of this Section is invalid, illegal, or unenforceable in any jurisdiction, such invalidity, illegality, or unenforceability shall not affect any other term or provision of this Section or invalidate or render unenforceable such term or provision in any other jurisdiction.&nbsp; If for any reason a dispute proceeds in court rather than in arbitration, the parties hereby waive any right to a jury trial.&nbsp; This arbitration provision shall survive any cancellation or termination of your agreement to participate in any of our Programs.Miscellaneous: You warrant and represent to Us that you have all necessary rights, power, and authority to agree to these Terms and perform your obligations hereunder, and nothing contained in this Agreement or in the performance of such obligations will place you in breach of any other contract or obligation.&nbsp; The failure of either party to exercise in any respect any right provided for herein will not be deemed a waiver of any further rights hereunder.&nbsp; If any provision of these Terms is found to be unenforceable or invalid, that provision will be limited or eliminated to the minimum extent necessary so that this Agreement will otherwise remain in full force and effect and enforceable.&nbsp; Any new features, changes, updates, or improvements of the Program shall be subject to these Terms unless explicitly stated otherwise in writing.

Source: <a href="https://www.politico.com/newsletters/illinois-playbook/2026/01/07/schakowsky-endorses-biss-00713648" target="_blank" rel="noopener noreferrer">Politico Illinois</a><h3 style="text-align: center;">The Buzz</h3>A RECKONING: Five years after the violent attack on the U.S. Capitol aimed at overturning President Donald Trump’s 2020 election loss, Illinois leaders revisited the day that left police officers assaulted, Vice President Mike Pence threatened with hanging and democratic norms shaken. Illinois voices: Congresswoman Robin Kelly, Illinois Attorney General Kwame Raoul and former Congressman Adam Kinzinger testified Tuesday at a Washington hearing examining the events of Jan. 6, 2021. Back in Chicago, Illinois House Speaker Emanuel “Chris” Welch reflected on the lasting fallout, saying “we are still living with the consequences” of that day. No finite game: “Jan. 6 happened because too many people, especially those in positions of power, particularly one person, decided to treat democracy like a finite game,” Welch said during remarks at a City Club luncheon. “They believe that power was something to be seized, not stewarded. They believe that the rules only matter when they are winning.” Meanwhile in Washington, Democrats held an hours-long hearing recounting the violence and its aftermath. Sitting Republicans did not attend, leaving the committee entirely composed of Democrats. Speaking volumes: Kinzinger, one of two Republicans who served on the Jan. 6 Select Committee and voted in 2021 to impeach Trump on Jan. 6-related charges, criticized his former Republican colleagues for what he described as their silence in the face of the attack. They are “cowards,” he said. “No rational person can look at that violence that occurred on January 6 and think that it is not wrong,” he said. “But even more concerning is that threats to our democracy have continued beyond what we witnessed five years ago, and it’s continued to today.” Never forget: Kelly testified about the terror she and other lawmakers experienced as they hid from rioters inside the Capitol. “I will never, ever forget hiding on my hands and knees in the gallery,” she said. “I remember hearing the shot when the police officers shot a woman. I remember the three knocks on the door and no one wanted to answer because we didn’t know who it was. And then, finally, it was the Capitol Police telling us that we could run out the door.” Rule of law: Congressman Jesus “Chuy” Garcia, who also served on the committee, highlighted Raoul’s role in defending the rule of law in the years since. What a moment: Raoul, for his part, argued Jan. 6 has continued to impact his state, noting challenges his office has faced over the past year as it pushed back against efforts by the Trump administration to deploy National Guard troops in Illinois over the objections of local officials. “This is an extraordinary moment in American history,” Raoul said. Time to remember: Kinzinger said it’s time Congress installs a long-approved plaque honoring the police officers who defended the Capitol that day. “You don’t have to say that Donald Trump won or lost 2020,” he said. “You just have to say that D.C. metro and Capitol Police did a hell of a job defending this Capitol that day.”By Shia Kapos

That's very, very important. We need partners in this fight."&nbsp; Kelly, whose 2nd Congressional District includes the far Southeast Side of Chicago, stretches across multiple suburban and rural counties, and includes, by her count, 4,500 farms, says the diversity of her district helps her "see from all different lenses, which is good, as it informs what I do, and it makes me even have a greater understanding. But this bill will affect urban, suburban and rural, and it might even affect rural more, especially when you think about health care and the conversation around nine rural hospitals may close, two in my district.&nbsp; "And as I said, we went to Louisiana. Thirty-three rural hospitals will close, but when they close, that affects everybody. Kelly&nbsp;has also worked closely with longtime HIV/AIDS advocate Rep. Bennett Lawson (44th Ward) and Lamont Robinson (4th Ward), AIDS Foundation Chicago President and CEO John Peller, and various other business leaders, lawyers and professionals. “I’m so proud that I’ve earned the trust,”&nbsp;Kelly&nbsp;said. “Just like I do now, I’ll carry that on to the Senate—but actually on a broader basis, because it’ll be the whole state I’d represent.” Broader policy priorities Beyond LGBTQ+ rights,&nbsp;Kelly&nbsp;said her campaign is grounded in expanding access to health care, addressing gun violence as a public health crisis and preparing Illinois workers for a changing economy. “I have a huge health care portfolio, and I would definitely want to continue that,”&nbsp;Kelly said. “Health care should be for everyone in the richest country in the world.” Gun violence prevention has long been central to&nbsp;Kelly’s work in Congress, and she said it would remain a top priority in the Senate. “There’s a lot of work to be done,”&nbsp;Kelly&nbsp;said. “Gun violence happens too often on our streets. We need to follow the asylum laws. President Donald Trump said the U.S. plans to run Venezuela at least temporarily and tap into its oil reserves to sell to other countries. Legal experts immediately started to question whether or not the operation was lawful. Over 100 people took part in a protest at West Side Park in Champaign Saturday. It was organized by Dylan Blaha in partnership with Party for Socialism and Liberation, Democratic Socialists of America, and CU Muslim Action. "This isn't about democracy or drugs, it's about oil and regime change," said Blaha. "We need to stop Donald Trump. We need to make sure that this kind of thing doesn't happen again." Blaha, who is also campaigning to run for congress in Illinois' 13th congressional district, said he was happy to see how many people came out to join the protest. "It's just really heartwarming to know that people care, because a lot of times we spend so much time online, it's hard to know that other people feel the same way as you, so it's good to see that today," Blaha said. U.S. Senator Tammy Duckworth (D-Illinois) called the operations "reckless and unconstitutional." "The Constitution requires the American people, through their elected representatives in Congress, to authorize any President to engage in acts of war&nbsp;— because they will be the ones to live with the consequences of the decision&nbsp;— and it is unacceptable for this President to deny them that responsibility," Duckworth said. U.S. Senate Democratic Whip Dick Durbin (D-Illinois) disagreed with President Trump's actions, but also spoke against Maduro and his treatment of the Venezuelan people. "I disagree with President Trump's use of U.S. military forces without Congressional approval and worry deeply about this administration's follow through on foreign policy interventions," Durbin said. "At the same time, Nicolas Maduro repeatedly denied the will of the Venezuelan people, including when two thirds of them voted for an end to decades of political and economic ruin and criminality in the summer of 2024." Congresswoman Mary Miller (R-Illinois) praised the operation and said Maduro will face "much-needed justice." "For years, Venezuelan narco-terrorism has poisoned our communities and killed countless Americans. That ends now," Miller said. "I'm grateful for Secretary Rubio, Secretary Hegseth, Attorney General Bondi, our world-class military, and law enforcement for taking decisive action to protect American lives." Congressman Raja Krishnamoorthi (D-Illinois) said Maduro is an "illegitimate dictator who has inflicted immense suffering on the Venezuelan people," but that it does not give President Trump a "blank check" to use military force without Congress. "By acting without Congressional authorization and publicly asserting U.S. control over another sovereign nation, President Trump is abusing presidential power and undermining the Constitution's separation of powers," Krishnamoorthi said. "This use of force and claimed control erode the rule of law, embolden Moscow and Beijing to push boundaries elsewhere, weaken America's credibility, and ultimately make Americans less safe." JB Pritzker, but she finds herself at the bottom of the major Democratic U.S. Senate contenders when it comes to how much available cash she has to campaign with as the candidates approach nine months before the primary. Stratton’s two congressional rivals, U.S. Reps. Raja Krishnamoorthi of Schaumburg and Robin Kelly of Matteson, benefited from their existing federal campaign accounts and ended June with multimillions of dollars available in their bank accounts, campaign finance reports filed this week with the Federal Election Commission showed. Stratton, Pritzker’s two-time running mate, on April 24 became the <a href="https://www.chicagotribune.com/2025/04/24/dick-durbin-successor-stratton/" target="_blank" rel="noopener noreferrer">first candidate to announce</a> she wanted to succeed retiring U.S. Sen. Dick Durbin. Campaign reports covering the April-through-June second quarter of the year showed Stratton raised nearly $1.1 million, spent $417,286, and began July 1 with $666,416 in cash available. But a closer review of her fundraising shows that about $185,000 of that amount must be used for the Nov. 3 general election and is unavailable for her use in the March 17 primary. For this election cycle, individuals can&nbsp;contribute a&nbsp;maximum of&nbsp;$3,500 to a candidate for each of the primary and general elections. The records show Pritzker contributed the maximum $7,000, and her candidacy also was backed with $7,000 donations by several Chicago sports team owners: Cubs co-owner Laura Ricketts, Blackhawks owner Danny Wirtz and White Sox owner Jerry Reinsdorf. Krishnamoorthi, in his fifth term in the House, <a href="https://www.chicagotribune.com/2025/05/07/raja-krishnamoorthi-running-for-senate/" target="_blank" rel="noopener noreferrer">announced his bid</a> for Durbin’s seat on May 7, the last of the three major Democratic contenders to declare. But the northwest suburban congressman, long a prodigious fundraiser, this week became the first of the contenders <a href="https://www.chicagotribune.com/2025/07/15/raja-krishnamoorthi-first-on-tv-senate-race/" target="_blank" rel="noopener noreferrer">to launch TV ads</a> in the race, a statewide buy of a half-million dollars and part of a sustained TV presence. Krishnamoorthi began April with nearly $19.5 million in his campaign account and raised more than $3.1 million from April through June. That left him with $21.1 million in cash available at the start of July. About $1.1 million of that total is reserved for general election spending. Kelly, a seven-term congresswoman representing the South Side and south suburbs in a district that stretches to Danville, <a href="https://www.chicagotribune.com/2025/05/06/robin-kelly-running-for-senate/" target="_blank" rel="noopener noreferrer">announced her Senate candidacy</a> on May 6. Rep. Robin Kelly (D-Ill.) introduced a bill in Congress that aims to prevent hospitals from turning away women while they’re in labor. <a href="https://www.nbcnews.com/news/us-news/viral-video-prompts-federal-bill-requiring-hospitals-give-women-labor-rcna245844" target="_blank" rel="noopener noreferrer">According to NBC News</a>, the Women Expansion for Learning and Labor Safety Act, or WELLS Act, would require hospitals to implement a “Safe Discharge Labor Plan before discharging a patient who presents with signs or symptoms of labor.” The Safe Discharge Labor Plan would see hospitals providing clinical justification for the discharge, assessing travel distance and time before approving the discharge, and receiving a written understanding from the patient. The WELLS Act would also require health care professionals to undergo racial bias training. “My bill aims to address systematic issues around maternal care, racial disparities, and hospital accountability,” Kelly said. “It’s clear that what happened to Mercedes isn’t an isolated incident, nor is it the first time a Black woman’s pain has been ignored.” “Until all women are heard and listened to in our hospitals and health centers, I’ll be their voice in Congress fighting for change,” Kelly added.&nbsp; On Nov. 16, Mercedes Wells’ husband rushed her to Franciscan Health Crown Point hospital when her contractions were 10 minutes apart. After six hours, Wells only received a checkup from a nurse before being discharged from the hospital. She never saw a doctor and wound up giving birth to her fourth child in the backseat of her car, only 8 minutes after leaving the hospital.&nbsp; “It was really a horrific situation to be treated like a dog, or not even like a dog, like less than,” Wells told NBC News. “It says that they don’t care at all for Black women in health, and it’s hurtful. We thought that, you know, things have changed at this point in our country, and I don’t see a change.” Franciscan Health President and CEO Raymond Grady <a href="https://www.nbcnews.com/news/us-news/black-mothers-texas-indiana-say-hospital-staff-ignored-cries-care-labo-rcna245068" target="_blank" rel="noopener noreferrer">told NBC News</a> that the nurse and doctor who declined to provide Mercedes Wells proper care no longer work for the hospital. Grady also issued a formal apology to the Wells family. “We failed to listen to Mrs. Wells’ concerns,” CEO Raymond Grady said in the statement. “We must fix what failed in our hospital so that no one experiences what happened to Mercedes Wells.” Sadly, Mercedes Wells’ experience isn’t abnormal for Black women. Black women disproportionately represent <a href="https://newsone.com/6360096/the-color-of-health-black-maternal-health-crisis-what-needs-to-change/">maternal mortality rates</a> and are <a href="https://blackrj.org/wp-content/uploads/2015/10/BlackWomen-andReproductiveHealthFS.pdf" target="_blank" rel="noopener noreferrer">three times more likely to die </a>from pregnancy-related complications. These rates have only skyrocketed in states like Texas and Georgia, where stringent abortion bans have led to unnecessary deaths of Black women, like in <a href="https://newsone.com/5559249/amber-thurman-death/">the case of Amber Thurman</a>.&nbsp; Black people already have a <a href="https://newsone.com/5320485/fear-health-mistrust-study/">heightened distrust of medical professionals</a> due to historical mistreatment and racial bias in health care. The experiences of Mercedes Wells do little to dispel the notion that the American health care system is designed to work against Black people. Revealing a diagnosis dating back to 2014, the same year she received an Academy Award, she detailed undergoing 30 surgeries over the past decade to manage the condition, describing it as both physically and emotionally challenging. Her decision to share her story serves as a call to galvanise public dialogue and advocate for institutional reform. Uterine fibroids are non-cancerous tumours that develop within or around the uterus, most commonly during reproductive years. While their precise cause remains undetermined, research indicates a high prevalence. Studies reveal that over 70 percent of white women and up to 80 percent of Black women in the United States develop fibroids before the age of 50. Symptoms can vary significantly, ranging from heavy menstrual bleeding and pelvic pain to infertility and bladder dysfunction.&nbsp; A significant number of cases remain asymptomatic and undiagnosed. Despite this widespread impact, uterine fibroids have historically received inadequate attention in mainstream medical discourse and public health strategies. Nyong’o's activism has moved beyond personal narrative to encompass policy advocacy. She joined forces with several lawmakers in Washington, D.C., to introduce a legislative package designed to transform the approach to uterine fibroids at both clinical and societal levels.&nbsp; Supporting the initiative are Congresswomen Shontel Brown, Yvette D. Clarke, Bonnie Watson Coleman, and Robin Kelly, along with Senators Angela Alsobrooks and Lisa Blunt Rochester. Dick Durbin, one of eight members of the chamber to cross party lines and endorse a GOP plan to end the <a href="https://www.chicagotribune.com/2025/11/05/longest-government-shutdown/">nation’s longest government shutdown</a>, defended his vote on the Senate floor Monday amid intense party criticism <a href="https://www.chicagotribune.com/2025/11/09/government-shutdown-day-40/">of the deal</a>. “Many of my friends are unhappy. They think we should have kept our government closed indefinitely to protest the policies of the Trump administration,” Durbin said, as he continued to blame the shutdown on President Donald Trump and allied Republicans. “I share their opinions of this administration, but cannot accept a strategy which wages political battle at the expense of my neighbors’ paycheck or the food for his children,” said Durbin, <a href="https://www.chicagotribune.com/2025/04/23/durbin-not-seeking-reelection/">Illinois’ senior senator</a> and the chamber’s No. 2 ranking Democrat. The vote by Durbin, <a href="https://www.chicagotribune.com/2025/04/23/us-sen-dick-durbins-retirement-opens-the-floodgates-for-a-number-of-potential-successors/">who will retire</a> at the end of his fifth term in January 2027, reflects the veteran lawmaker’s deeply rooted institutional beliefs. He said during the vote Sunday night that he met with Senate Republican Leader John Thune, of South Dakota, and told “him that I was counting on him to keep his word on this agreement. He assured me he would.” Under the proposed Senate agreement, the government would reopen until Jan. 30, and measures to fully fund the <a href="https://www.chicagotribune.com/2025/11/10/states-face-uncertainty-as-trump-administration-tries-to-reverse-snap-food-payments/">Supplemental Nutrition Assistance Program</a>, the Women, Infants and Children Program and all assistance for veterans would receive the votes of the eight-member Democratic bloc. Additionally, all federal workers fired by Trump during the shutdown would be rehired. But the deal did not guarantee an extension of health care subsidies — the core issue Democrats had been holding out for — angering progressive Democrats, including many in Illinois. Instead, the Democrats who broke ranks with the party only secured a promise from Thune that there would be a Senate vote by mid-December on Affordable Care Act subsidies to help offset rising premium costs. There’s no guarantee the GOP-led House will follow suit. “I’ve served in the Senate for 29 years, and I’ve never seen that kind of offer from a Senate majority,” Durbin said of Thune’s offer. In March, <a href="https://www.chicagotribune.com/2025/09/30/illinois-democrats-stoke-fight-over-federal-government-shutdown-but-their-anger-could-backfire/">Durbin faced similar criticism</a> from progressive Democrats after joining 10 Democrats to advance a Republican-led plan to avert a government shutdown. Food pantries being overwhelmed, as well by unemployed workers who had been laid off and furloughed because of the government shutdown,” he said. But Democrats largely believed their stance of holding out for Obamacare assistance was a successful one and was part of the reason the party was <a href="https://www.chicagotribune.com/2025/11/05/gov-jb-pritzker-says-an-indiana-remap-might-force-illinois-to-act-as-he-celebrates-democratic-wins-tuesday/">successful a week ago</a> at ballot boxes across the nation and the reason they remained hopeful for next year’s midterm elections. Democratic Sen. Tammy Duckworth, who will become the state’s senior senator in 2027, voted against the proposal, and Democratic Gov. The administration is pausing a planned extension of the Red Line L train to “ensure funding is not flowing via race-based contracting,” budget director Russ Vought wrote on social media. The move throws immediate uncertainty into a project that had promised to connect some of the region’s most disadvantaged and predominantly Black neighborhoods. Vought made a similar announcement earlier this week involving New York, where he said <a href="https://apnews.com/article/shutdown-new-york-rail-projects-money-withheld-ada494e08ae9ae5269c6ce554ecdbd43">$18 billion for infrastructure</a> would be paused, including funding for a new rail tunnel under the Hudson River. Trump, a Republican, has embraced Vought’s tactics. On Thursday night, he posted a video depicting him as the reaper, wearing a hood and holding a scythe. <h4>New delays for a long-awaited project</h4>Losing the money would be a significant setback for <a href="https://apnews.com/article/trump-chicago-transit-infrastructure-grant-roseland-7ff01930f390300db86877428c37bf89">Chicago’s transportation plans</a>. The Red Line extension is slated to add four train stops on the city’s South Side that would bring the famous elevated train to some of the poorest and most isolated neighborhoods in the metropolitan area. Rogers Jones, the director of a violence prevention youth center next to the planned Roseland Red Line station, called the delay a severe blow to some of the region’s most disadvantaged areas. Officials have demolished houses, widened streets, cut grass and put up signs throughout the area in preparation for the new station, he said. “If you talk to any neighbors today, they want to curse, because they’ve been anticipating that,” Jones said. “I just don’t understand the Trump administration, bringing harm like that. It’s devastating when people are expecting something good coming and it does not come.” Antonio Thomas, a lifelong resident of the Roseland community, has been helping unemployed neighbors get trained and certified to apply for construction jobs the project was expected to bring. “In our community, we really don’t have job uplift like that or opportunities,” Thomas said. “It’s going to be a big blow if it doesn’t go forward. People are already economically stressed.” In addition, a broader modernization project for the Red and Purple lines, which Vought said was also being targeted, is intended to upgrade stations and remove a bottleneck where different lines intersect. The Chicago Transit Authority said in an email that it was reviewing letters from the Trump administration about the projects. <h4>Local leaders push back</h4>Illinois Rep. Mike Quigley, a Chicago Democrat, criticized the White House’s announcement, calling it “a very bad day for public transit in the country when it becomes weaponized.” “This was our prized baby and they know it,” Quigley said in a phone interview with The Associated Press. “This was the most important new transit project in Chicago in 50 years.” Illinois Democratic Rep. Robin Kelly also slammed the move, calling Trump a “bully who does not negotiate in good faith and holds an axe over South Siders’ Red Line.” “He is targeting Black people during a government shutdown,” Kelly said in a statement. The New York senator said the funding freeze would harm commuters. “Obstructing these projects is stupid and counterproductive because they create tens of thousands of great jobs and are essential for a strong regional and national economy,” Schumer said on X. <h4>A lawsuit could come next</h4>Yonah Freemark, a researcher at the Urban Institute who specializes in transit, said he expects Chicago and New York will now be forced to sue to argue they were simply following federal law in pursuing the projects they won through a competitive grant process. Even if the cities ultimately prevail, the projects will take much longer and be far more expensive because of the delays, Freemark said. The Associated Press this month reported that <a href="https://apnews.com/article/medicaid-deportation-immigrants-trump-4e0f979e4290a4d10a067da0acca8e22" target="_blank" rel="noopener noreferrer">advisers to Health and Human Services Secretary Robert F. Kennnedy Jr. ordered the data</a> handed over to Homeland Security in a request that specifically targeted California, Illinois, Washington state and the nation’s capital — all areas where people who lack legal status can enroll in Medicaid programs, paid for by state taxpayer dollars. The information could be used to help the federal government find those who lack legal status, or to potentially block efforts for them to receive permanent residency or citizenship. In Illinois, the Health Benefits for Immigrant Adults program for those ages 42 to 64, is set to expire Monday. Another program for older adults who lack legal status is still in place. “We write to urge CMS [Centers for Medicare and Medicaid Services] to immediately cease any data sharing with DHS and to direct DHS to destroy any individually identifiable health information transmitted by CMS to DHS,” Democratic lawmakers, including Reps. Raja Krishnamoorthi, Robin Kelly, Jesus “Chuy” Garcia, Danny Davis, Delia Ramirez and Jan Schakowsky wrote in a letter to Kennedy. “We are particularly concerned that these latest actions will have a chilling effect and jeopardize access to services for those who rely on Medicaid and other public programs for lifesaving care, including the 5.5 million U.S. citizen children in mixed status families.” The 31 Democratic lawmakers in the letter asked Kennedy to provide what data was requested and for what purpose — and what legal authority CMS cited for the release of personally identifiable information. They request a response by July 21. Garcia told the Chicago Sun-Times he believes the Trump administration is gathering as much data from as many sources as possible to identify workplaces and home addresses of those who lack legal statuses. Garcia called it part of an intimidation strategy that is “sowing real terror and alarming the community.” “The outcome of this can only be bad. Either people being placed in deportation proceedings, people just dropping out of view, out of sight, driven into the shadows. And of course, the worsening of health outcomes in immigrant communities and among mixed-status families,” Garcia said. “Because most people have relatives that are U.S. citizens or lawful permanent residents, but people don’t want to jeopardize others, and without a doubt, are now living in great fear.” Garcia said he wants the data-sharing to stop and for any data that has been shared to be destroyed. “People provided information to determine eligibility, for no other purpose, and it shouldn’t be violated the way that this potentially was,” Garcia said. Lawmakers in the letter cite a CMS audit announced last month that would increase “federal oversight” of state Medicaid agencies to ensure federal funds were not being used to provide health coverage to those who lack legal status. But the Democrats claim CMS “inappropriately and potentially unlawfully” used the audit to obtain personal data and shared it with Homeland Security. U.S. Health and Human Services spokesperson Andrew Nixon told the Associated Press this month that the data-sharing was legal, but he declined to explain why the data was shared and how it will be used. The Illinois Department of Healthcare and Family Services said it is “deeply concerned” about the reports of data-sharing. The department said states are required to routinely share information with CMS in order to receive reimbursement for Medicaid costs, but there is an understanding that the data is protected under the federal Privacy Act of 1974 and other federal regulations, which protect the rights of Americans’ health and personal data. The department said CMS made a request for more information for Illinois to justify its quarterly claims in April, but Healthcare and Family Services did not provide names, Social Security numbers or addresses. The department was also not given any notice that any Illinois Medicaid customer information was shared outside of CMS, beyond media reports. In Vermilion County, the shutdown is impacting some services with the Veterans Affairs. According to the VA Press Secretary, Pete Kasperowicz, the government shutdown is blamed on “radical liberals” within Congress. “Radical liberals in Congress are trying to shut down the government to achieve their crazy fantasy of open borders, ‘transgender’ for everybody, and men competing in women’s sports,” Kasperowicz added, “If they succeed, they will stop critical Veterans care and assistance programs.” During the shutdown, Kasperowicz said to expect certain VA programs to be closed. There will be no career counseling for veterans or any help with transition assistance program activities. Veterans will not be able to access the GI Bill Hotline or the regional benefits office. There will also be no outreach to veterans with public affairs. All national cemeteries will not be placing permanent headstones, nor will they be maintaining the grounds at those burial spots. There will also be no processing of applications for pre-need burials, nor will any new Presidential Memorial Certificates be printed. While there are services that will not be available, there are ones that will be open and running. Officials said no part of Veteran health care will be impacted, whether the care is through VA Medical Centers, Outpatient Clinics, or other Vet centers. All VA benefits will continue to be given, including housing and education. Burials will also continue to take place at National Cemeteries. And the Board of Veterans’ Appeals will continue to make decisions on Veterans’ cases. The crisis lines will also remain open. Democrat Robin Kelly, representative for the Illinois Second District, released the following statement regarding the federal government shutdown: “Republicans are in charge of the White House, the Senate, and the House — but they are nowhere to be seen to keep our government open. Democrats have repeatedly offered to negotiate in a bipartisan manner to keep the government open while lowering the cost of healthcare. President Trump and his Congressional Republicans gutted Medicaid by nearly $1 trillion in his Big, Ugly Law, and millions of more Americans will experience skyrocketing premiums due to their inaction. Healthcare is a right — not a privilege for the wealthy few and well-connected. I will always choose to fight for healthcare over billionaires every time,’’ Kelly said. Kelly went on to state that 15,000 people are expected to have healthcare costs increase. She said this would cause an increase of over $2,571 per year for a family of four earning around $64,000 a year. Republican Mary Miller, a representative for the Illinois 15th District, was contacted for a response, but did not supply one in time for publication. She did post on her social media, “I voted to keep the government open for our troops, seniors, and working families. Gov. Juliana Stratton said during a panel discussion at the Greater Chicago Food Depository Thursday. The federal policy bill, dubbed the “One Big, Beautiful Bill,” signed by President Donald Trump on July 4 will slash federal spending for health care and other human service programs over the next several years, in many cases leaving states to pick up the tab if they are to continue providing benefits. He echoed concerns other Illinois Democrats have expressed about the “large, lousy law” cutting Medicaid and that it could limit health care services in rural communities. “When you have that many people who all of a sudden don’t have a way of paying for their health care, then it hurts all those rural health care providers that depend on Medicaid as a form of payment for so many of their patients,” Krishnamoorthi said. Krishnamoorthi also worried about domino effects from growing deficits as a result of the bill, which the Congressional Budget Office estimates will increase by more than $3 trillion. According to the nonpartisan health research organization <a href="https://kffhealthnews.org/morning-breakout/ballooning-deficit-caused-by-trumps-megabill-could-force-medicare-cuts/" target="_blank" rel="noopener noreferrer">KFF</a>, the growing deficit could trigger automatic spending cuts, which could force Medicare cuts even though it was not reduced in the bill. “We’re also talking about seniors who could be affected by Medicare cuts,” Krishnamoorthi said. “And so at the end of the day, however, everybody’s going to be affected because if, God forbid, one of these hospitals in these areas in the rural parts of Illinois are closed, then everyone, regardless of how their health care is paid for, would be affected negatively.”<h4 style="text-align: center">SNAP cuts worry candidates</h4>Stratton did not hit the campaign trail with any public events this week, but the Pritzker administration must now decide how it will proceed with new spending requirements signed by the president and the effects of fewer residents receiving social service benefits. Stratton and other top Pritzker administration officials discussed the impact of cuts to the SNAP program during a panel discussion at the Greater Chicago Food Depository as the state seeks more immediate solutions that lawmakers could approve before the 2026 election. The lieutenant governor, who resides on Chicago’s South Side, said reducing eligibility for a food program exacerbates other issues such as crime, economic productivity and learning in schools. “Hunger is not a problem that stays isolated,” Stratton said. “The repercussions seep out, harming everyone and everything in its path until something changes.” Kelly told voters in Peoria that SNAP cuts aren’t just a problem for low-income recipients. “If you cannot buy food, then you’re not shopping at Kroger or wherever you shop,” Kelly said. “And so then Kroger is not buying as much food from the farmers and then they won’t need as many people to work there.” The Republican field in the Senate race has yet to take shape. Trump’s ‘big bill’ takes center stage in Illinois’ U.S. Senate race

So as&nbsp;the Trump administration’s immigration and higher education policies usher in the revocation of thousands of student visas as well as fear of what might happen next, officials at the University Park school are preparing for the worst. “Every administration has a different viewpoint on how they handle international students,” said Paul McGuinness, the Governors State vice president for student affairs and enrollment management. “But there’s also a difference in the type of institution and how you might benefit from students.”&nbsp; The Trump administration <a href="https://www.chicagotribune.com/2025/04/09/trump-administration-revokes-student-visas-from-u-of-c-students-at-siu-and-u-of-i-also-targeted/" target="_blank" rel="noopener noreferrer">canceled visas</a> of international students at institutions including the University of Illinois Urbana-Champaign, Northwestern University and the University of Chicago as part of a larger movement nationwide.&nbsp; The legal status of about 1,000 of the students across the country was later <a href="https://www.chicagotribune.com/2025/04/25/illinois-academics-relieved-after-trump-administration-restores-legal-status-of-some-international-students/" target="_blank" rel="noopener noreferrer">restored</a>, but the president has continued to suspend the entry of some foreign nationals seeking to study or participate in exchange programs as well as pull federal funding from elite research institutions. While nationwide international students make up 6% of total postsecondary enrollment, they represented 14%, or 627 students, at Governors State. Students at select partner universities in Ethiopia, China, India, Taiwan, Turkey, Canada and Chile receive discounted tuition, but international undergraduate and graduate students overall pay a higher rate than <a href="https://www.govst.edu/Cost/" target="_blank" rel="noopener noreferrer">all domestic students</a>, McGuinness said. While Governors State relies on little federal money, the university said a drop in international student enrollment, in conjunction with a looming “demographic cliff” due to fewer babies being born, could be financially devastating. Colleges and universities already experienced a 15% decline in enrollment between 2010 and 2021, the most recent year for which figures are available, according to the National Center for Education Statistics. A report released in December by the Western Interstate Commission for Higher Education says the number of 18-year-olds who graduate from high school each year will decrease by 13%, or nearly half a million, by 2041. Of the about 1.1 million international students in the U.S. during the 2023-2024 academic year, about 330,000 came from India and 277,000 came from China, which Trump called out as a target country for visa cancellations. McGuiness said top countries of origin among Governors State University students mirror national trends though the university declined to provide specific enrollment data for international students. “If grants are ended — federal grants — that will impact us, but nowhere to the same extent as a Research 1 institution (universities with the highest levels of research activity),” McGuinness said. “For the most part, we’re a tuition generated institution, so with less students we’ll have less revenue.” A drop in international students, who usually pay more for their education compared to domestic students, along with fewer applicants overall would hit small, tuition dependent universities like Governors State particularly hard, McGuinness said. “It will be a trying several years for all the universities, with less international students, which is what the forecasts outline,” McGuinness said. “If you couple that with a declining birth rate at the high school level, it kind of compounds what the university’s enrollment might look like.” International students are also important in guiding courses and degrees offered at the university, which transitioned from offering junior and higher level courses only for most of its history to enrolling full-time students for four years <a href="https://www.chicagotribune.com/2011/12/08/governors-state-university-to-become-4-year-campus/" target="_blank" rel="noopener noreferrer">starting in 2014</a>.&nbsp; “(International enrollment) gives you the opportunity to not only augment the loss of other enrollment, but it gives you the ability of maybe offering different programs … that maybe you wouldn’t be able to offer for your local residents,” McGuinness said. According to the Institute of International Education’s <a href="https://opendoorsdata.org/data/international-students/fields-of-study/" target="_blank" rel="noopener noreferrer">Open Doors data</a>, 56% of international students in the United States major in science, technology, engineering and math fields. Domestic student participation in these types of programs at Governors State is made possible by international students’ interest in them, McGuinness said. U.S. Rep. Robin Kelly, whose district includes Governors State, said Wednesday that after hosting a town hall at Eastern Illinois University in the spring, she was horrified to hear 11 students were shipped back to their home countries after their visas were revoked. “We have benefited by foreign students coming to the United States, many choosing to stay in the United States and be contributors to our success,” Kelly said. “I’ve heard stories where even if their visas are not revoked, students are choosing to leave because they don’t feel welcome.” Governors State would not confirm whether the Trump administration has canceled any students’ visas or if any international students have left the university due to policy changes. In spite of federal policy uncertainties, university officials say they continue to bring innovative opportunities to their students in hopes of attracting new demographics, including a state-of-the-art soccer facility this fall. The Governors State soccer team lacks a practice space on campus, and the new field on the west side of campus will include Fédération Internationale de Football Association rated turf, covered benches for players and seating for up to 400 fans. Men’s soccer coach Matthew Eggert highlighted in a news release a potential boost in international students as an important reason for constructing the field this summer. Of the 80 students on the men’s and women’s teams this year, 15 are international students coming from 13 different countries. “We are proud of the fact that in the past three years we’ve been in national tournaments, with the most domestic players on our team than anyone in the tournament,” Eggert said. “It’s cool to see us giving equal opportunity to the local players as well as around the world.”By Olivia Stevens

The stakes are high: With three notable names running, it’s possible that the nearly 80 party leaders won’t be able to agree on endorsing any one candidate during Friday’s session. But party rules require a simple majority — 50 percent plus one — to award the coveted endorsement, which comes with campaign advertising and field workers. If no single candidate clears that bar in the first round of voting, the process continues until a consensus is reached. If that can’t be reached, no one will be endorsed. Hyping support ahead of the vote may help Robin Kelly, Raja Krishnamoorthi and Juliana Stratton put party leaders on the record and nudge others to vote their way, too. It’s the “bandwagon” strategy — put enough party leaders on record, and others may follow. Kelly agreed, stating millionaires, billionaires and corporations need to start paying their fair share of taxes. “We can invest in affordable housing, more housing period, Diversity in housing,” Kelly said. “ The idea that people are paying more for childcare, we’re hoping to cap what people have to pay of a certain income.” Krishnamoorthi said his plan is to restore the American dream. He said it’s slipping out of the hands of millions of people, and everyone deserves access to retirement, healthcare and education. “To be able to realize their full potential,” Krishnamoorthi said. “We try to address different stages of life and the different challenges that come with that. Source: <a href="https://19thnews.org/2025/11/democratic-womens-caucus-demands-release-pregnant-immigrants/" target="_blank" rel="noopener noreferrer">The 19th News</a>The Democratic Women’s Caucus is demanding the release of any pregnant, postpartum and nursing immigrants who are being held by Immigration and Customs Enforcement (ICE) and who don’t pose a security risk.&nbsp; The group of lawmakers made the demand in a letter to ICE acting Director Todd Lyons, citing “deeply concerning” reports of pregnant women who have been arrested and detained under circumstances that pose risks to their health and their pregnancies. <a href="https://19thnews.org/2025/10/ice-detaining-pregnant-nursing-immigrants/">The 19th reported last month</a> on several cases of immigrant women who were held in ICE detention and said they didn’t receive adequate food, sleeping situations, prenatal care or access to pumping supplies while in government custody. The American Civil Liberties Union (ACLU) <a href="https://www.aclu.org/documents/aclu-partners-demand-ice-release-pregnant-and-postpartum-people-from-ice-detention" target="_blank" rel="noopener noreferrer">documented more than a dozen additional cases</a> in a letter sent to ICE officials on October 22.&nbsp; “Despite our urgent appeal to the administration in July regarding the safety of pregnant women in ICE custody, we have continued to receive numerous reports of pregnant women who have been detained under unacceptable treatment without clear exceptional circumstances,” the Democratic Women’s Caucus wrote in a letter to Lyons signed by 61 lawmakers.&nbsp; “By detaining vulnerable women in appalling conditions while pregnant, you are subjecting both the pregnant individual and the unborn child to significant risks and possible death.”&nbsp; Lawmakers called on the administration to adhere to a Biden-era policy directive that bans ICE from arresting or detaining immigrants who are pregnant, postpartum or nursing outside “exceptional circumstances,” which the policy defines as posing a risk to national security or imminent risk of death, violence or physical harm. President Donald Trump has not formally rescinded the policy. It’s not clear exactly how many pregnant, postpartum or nursing immigrants are in custody or have been detained this year: This March, the Republican-controlled Congress let lapse a requirement that the administration report twice a year on how many of these immigrants are being held in immigration facilities. Since fall 2019, Congress required the Department of Homeland Security to publicly report the count every six months and include&nbsp; “detailed justification” for every single detained immigrant who was pregnant, postpartum or nursing. ICE did not respond to The 19th’s request for this data, which has also been requested by lawmakers, the ACLU and other organizations. ICE has not fulfilled any of these requests. While the agency said in a statement in August that pregnant immigrants are receiving sufficient care in custody, medical professionals say the conditions in these facilities can heighten the risk for complications. Limited food can impact nutrition at a vulnerable time; access to medical appointments is spotty and often not aligned with standards of care; and pregnant, postpartum and nursing detainees also face the stress of arrest and separation from their families. “Are they able to see any medical person? What about cleanliness, being able to go to the bathroom or even getting proper sleep at night? I’ve had two children myself, and I know how important all of this is,” said Rep. Robin Kelly, a Democrat from Illinois, the lead author of the letter to ICE. “There are so many things working against them having a healthy baby.”&nbsp; In addition to the release of these immigrants, Kelly said, the caucus is demanding a review of processes and training related to ICE’s treatment of pregnant, postpartum and nursing individuals. They are also asking for data, including the number of pregnant women who have been detained, as well as any births, miscarriages or other obstetric emergencies.&nbsp; The lawmakers asked for a substantive response within 45 days.&nbsp;

She said some of her urban hospitals have been "hanging by a thread."&nbsp; Kozlov asked Kelly why House Speaker Mike Johnson dismissed the chamber early to avoid a vote on releasing documents related to the Epstein case.&nbsp; "It doesn't surprise me that he did that, he's more or less a puppet for whatever President Trump wants, that's the bottom line," Kelly said. "Instead of facing the music, he let us go." Kelly said there's a push from both Democrats and Republicans.&nbsp; "Supposedly from my Republican colleague, he was saying that they are getting a lot of phone calls from their base, and a lot of it is, you know, MAGA-based about 'your protecting a pedophile or pedophiles,' depending on who's on the list," Kelly said.&nbsp; Heading into the fall, Kelly says her priority remains the maternal mortality rate here in Illinois, along with gun violence, and "putting more money in people's pockets." She is also focused on health care concerns.&nbsp; "As I said before, just access to health care in general is very concerning to my constituents, but not only mine. I've been around a lot of parts of the state, and they're saying the same thing people are very concerned about, you know, Medicaid, Medicare, and Social Security." Rep. Robin Kelly on Epstein files, issues top of mind for constituents

Source: <a href="https://www.politico.com/newsletters/women-rule/2025/12/05/will-a-lapse-in-aca-subsidies-imperil-black-maternal-health-00678283" target="_blank" rel="noopener noreferrer">Politico</a>A series of viral videos documenting <a href="https://www.tiktok.com/@kashman2814/video/7572283745214958879" target="_blank" rel="noopener noreferrer">Black women in active labor going untreated</a> has reignited alarm over the Black maternal mortality crisis. The concerns come as millions brace for an end to Affordable Care Act subsidies, which could significantly raise insurance premiums and further erode access to care for vulnerable communities, particularly pregnant women. Black women are 2-to-3 times more likely than their white counterparts to die from pregnancy-related causes, <a href="https://www.cdc.gov/womens-health/features/maternal-mortality.html" target="_blank" rel="noopener noreferrer">according to the Centers for Disease Control and Prevention</a>. A majority of these deaths are preventable, and about two-thirds occur post-partum. Black infants are more than twice as likely to die than their white counterparts. One of the women captured <a href="https://www.facebook.com/share/r/1MkoHP3aP3/" target="_blank" rel="noopener noreferrer">in the videos</a> was Mercedes Wells. At 38 weeks pregnant, she went into labor with her and her husband Leon’s second child. Wells was calm as she told Leon her contractions were 15 minutes apart and it was time to head to the hospital. “We did all the right things: We called ahead, let them know she was coming. We were excited about it,” Leon Wells tells Women Rule. But once they got to the hospital, he says, “it still ended badly for us.” At the hospital, Mercedes Wells’ mother recorded the events that unfolded. The family, according to Wells, was met by a white nurse who refused to acknowledge Wells was in labor — even though Wells told nurses that her water broke and she was in pain. Instead, she was discharged before ever seeing a doctor. “It was like a nightmare,” Wells tells Women Rule. As Leon rushed them to a hospital 30 minutes away, Wells gave birth to their baby girl in his pickup truck. “I was frantic, hoping that we got to the hospital soon, just so that I could finish this process,” Wells says. “The placenta was still inside of me and I’m exposed to this cold air and all these germs in the truck. I just wanted to get to a safe environment for me and the baby.” As Jocelyn Frye, president of the National Partnership on Women and Families, sees it, the treatment Wells received was “reprehensible.” “This was not a new story. It is an old story, and it is something that is entirely preventable, and that is even more frustrating,” Frye tells Women Rule. The push to address Black maternal and infant mortality has stalled since the Biden Administration ended, though a number of Black lawmakers including Reps. Robin Kelly (D-Ill.), Lauren Underwood (D-Ill.) and Alma Adams (D-N.C.) along with Sen. Cory Booker (D-N.J.) have continued to create legislation to address the issue. These days, Kelly tells Women Rule it’s become even harder to address the ongoing crisis. “We’ve been working on this for nine to 10 years now, and so we know how important it is, and we also know by what just happened that there’s more work to do,” Kelly says. Kelly last week announced new legislation, <a href="https://robinkelly.house.gov/media-center/press-releases/rep-kelly-announces-wells-act-new-maternal-health-bill-honor-mercedes" target="_blank" rel="noopener noreferrer">the WELLS Act</a>, named after Mercedes. The Women Expansion for Learning and Labor Safety Act instructs hospitals that provide obstetric, emergency or labor and delivery services to have a “Safe Discharge Labor Plan.” As part of the plan, hospitals must cite a clinical justification for discharging a patient, an identified back-up hospital or birthing facility, verification of reliable transportation and documentation of patient understanding. It would also require racial bias training for health care professionals. But it’s doubtful the bill will make it far. Democrats have struggled to pass any of their legislation since Republicans gained control of Congress. Still, Kelly’s legislation comes at a pivotal time: Biden-era tax credits for the Affordable Care Act are set to expire at the end of the month, potentially leading to drastic increases in health insurance costs that some may not be able to afford long term. For pregnant women especially, Frye says, this could mean losing access to vital prenatal and preventative care. And the birth itself could cost upwards of $20,000 without insurance. More than 11 million women enrolled in the ACA Marketplace in 2024, <a href="https://nwlc.org/the-affordable-care-act-subsidies-behind-the-potential-government-shutdown-and-what-this-means-for-women/" target="_blank" rel="noopener noreferrer">according to the National Women’s Law Center</a>. Though the number of Black women enrolled in the ACA is unavailable, studies show the uninsured rate prior to the ACA’s introduction <a href="https://pmc.ncbi.nlm.nih.gov/articles/PMC6258611/" target="_blank" rel="noopener noreferrer">was significantly higher for the demographic</a>. On the House floor on Monday, Rep. Jennifer McClellan (D-Va.) gave a highly personal accounting of Black maternal risks: she nearly died giving birth to her own daughter. She tells Women Rule she’s worried that a lapse in ACA subsidies will imperil Black maternal health. “You have families whose premiums are doubling — and in some cases tripling — and they either can’t afford their current plan or have to get a different plan that has a higher deductible,” McClellan says. “If you have to pay more out of pocket, you’re going to do the bare minimum doctor visits that you need to.” Meanwhile, Wells is currently recovering at home, along with her baby girl. But the postpartum period has been rocky. Both her newborn’s health and her own is “touch and go,” she says, and she has already been <a href="https://chicago.suntimes.com/news/2025/11/24/dolton-mom-franciscan-health-crown-point" target="_blank" rel="noopener noreferrer">rehospitalized for excruciating pain and hemorrhaging</a>. “This is the time to stand for what we know is right and not back down,” Wells says. “A change has to happen now.”By Cheyanne M. Will a lapse in ACA subsidies imperil Black maternal health?

While the impeachment articles are not directly related to the Jan. 7 <a href="https://thegrio.com/2026/01/13/doj-mass-resignations-trump-declines-to-invetigate-ice-shooting-of-renee-good/" target="_blank" rel="noopener noreferrer">death of Renee Good</a>, Democrats made clear that the ICE shooting is emblematic of a DHS that they say is corrupt and poses a danger to the American public. “She needs to be held accountable for her actions,” Kelly said during a news conference on Capitol Hill on Wednesday. “This is not a movie. This is real life, and real people are being hurt and killed. Renee Nicole Good is dead because Secretary Noem allowed her DHS agents to run amok. Families are forever torn apart.”&nbsp; Kelly filed three articles of impeachment against Noem, including obstruction of Congress for denying members their constitutional oversight authority to visit ICE facilities accused of violating rights. Another impeachment charge accuses Noem of violating the public trust by directing ICE officers to conduct warrantless arrests and use violence against US citizens and lawful individuals. Noem is also being impeached for allegedly using her office for self-dealing. The Trump official is accused of using $200 million in taxpayer dollars to fund an ad campaign for ICE recruitment. Rep. Kelly alleges that Noem “bypassed” the normal channels to award a contract to a firm run by the husband of her colleague and friend, DHS Assistant Secretary Tricia McClaughlin. “Secretary Noem, you have violated your oath of office, and there will be consequences,” said Kelly. A DHS spokesperson dismissed the impeachment effort, telling <a href="https://thehill.com/homenews/house/5688896-articles-of-impeachment-kristi-noem/" target="_blank" rel="noopener noreferrer">The Hill</a>, “How silly during a serious time. As ICE officers are facing a 1,300% increase in assaults against them, Rep. Kelly is more focused on showmanship and fundraising clicks than actually cleaning up her crime-ridden Chicago district.” U.S. Rep. <a href="https://thegrio.com/2025/11/12/rep-summer-lee-democratic-leadership-trump/" target="_blank" rel="noopener noreferrer">Summer Lee</a>, D-Pa., who signed onto the impeachment bill, said in a statement, “Right now, the Trump administration is commissioning the endangerment of the American public—ICE is hunting human beings down, tearing families apart, and shooting mothers in the face.” The congresswoman added, “We are in a crisis. This reckless and lawless enforcement is terrorizing our communities, and it’s past time to fire Kristi Noem.” Rep. Kelly said that the actions of ICE are not only terrorizing communities across the country but also impacting local economies, as many are “afraid” to work, dine at restaurants, or even go to the doctor or shop at grocery stores. “It’s widespread,” she said. Democrats file articles of impeachment for DHS Secretary Kristi Noem after fatal ICE shooting

Rep. Robin Kelly, D-Ill., is sponsoring a bill to bar hospitals from turning away or sending home a woman in active labor without a “Safe Discharge Labor Plan,” according to <a href="https://www.nbcnews.com/news/us-news/viral-video-prompts-federal-bill-requiring-hospitals-give-women-labor-rcna245844" target="_blank" rel="noopener noreferrer">NBC News</a>, which was provided early, exclusive access to the details. Wells had rushed to Franciscan Health Crown Point Hospital in Crown Point when her contractions were about 10 minutes apart. She didn’t see a doctor, but the nurse told her to go home and come back when labor had progressed more. The baby was born minutes later, delivered by her husband Leon, who had no medical training. They had been en route to find another hospital, according to <a href="https://abc7chicago.com/post/mercedes-wells-gives-birth-side-road-being-discharged-franciscan-health-crown-point-indiana-family/18167649/" target="_blank" rel="noopener noreferrer">ABC7 News</a>. <a href="https://chicago.suntimes.com/news/2025/11/24/dolton-mom-franciscan-health-crown-point" target="_blank" rel="noopener noreferrer">The Chicago Sun-Times</a> reported the nurse was relaying the doctor’s orders, though Wells never saw the doctor. The article added that Wells was back in the hospital with post-birth issues this week. Both the nurse and the doctor on duty at the time she was sent home were fired, according to <a href="https://www.cbsnews.com/chicago/news/doctor-nurse-fired-indiana-hospital-car-birth/" target="_blank" rel="noopener noreferrer">CBS News</a>. The hospital also said in a statement that “cultural competency training” and what the article called a “new exam protocol” for patients leaving a labor and delivery unit would be instituted. A photo provided to <a href="https://www.nbcnews.com/news/us-news/black-mothers-texas-indiana-say-hospital-staff-ignored-cries-care-labo-rcna245068" target="_blank" rel="noopener noreferrer">NBC News</a> by Wells’ husband showed her being wheeled from the hospital, clearly in pain. Last week, Wells said, “It says that they don’t care at all for Black women in health and it’s hurtful. We thought that, you know, things have changed at this point in our country and I don’t see a change.” 911 dispatchers led the family to Community Hospital in Munster, where Wells and her baby were recovering Monday, per CBS News. In a statement, the Crown Point hospital CEO, Raymond Gray, said that “on behalf of Franciscan Alliance and Franciscan Health Crown Point, I apologize to Mrs. Wells and her family for failing to live up to our Franciscan values. We are committed to holding ourselves accountable through our actions so that every patient is heard and receives compassionate, equitable care. Any evidence of actions to the contrary will not be tolerated.”<h3>Not an isolated case</h3>Just the week before NBC reported that a Black woman in Texas had care delayed for the sake of paperwork. “In a <a href="https://www.tiktok.com/@kashman2814/video/7572283745214958879" target="_blank" rel="noopener noreferrer">TikTok video</a> that has gone viral, Texas resident Karrie Jones can be seen screaming while a nurse at Dallas Regional Medical Center in Mesquite asks a series of intake questions, including her due date," the article said. Care was delayed a half hour until paperwork was completed. The baby was born 12 minutes later, the video said. The Centers for Disease Control and Prevention reports that Black women in the U.S. have a significantly higher maternal mortality rate. At 50 deaths per 100,000 live births compared to 14.5 for white women, they are three times more likely to die from childbirth.<h3>What the bill would do</h3>Kelly has long been interested in maternal mortality, she said in a post on Facebook that announced the new bill. She said in a Facebook Live post that “I brought the issue of maternal mortality to Congress over a decade ago after learning that Black women are three times more likely to die due to pregnancy-related causes than white women. I am renewing my commitment and introducing new legislation to protect moms and babies from preventable deaths and ensure safe care for all families.” The bill, which will be formally introduced when Congress gets back from its Thanksgiving break, is called the WELLS Act, for Women Expansion for Learning and Labor Safety Act. In a <a href="https://www.facebook.com/reprobinkelly?ref=embed_page" target="_blank" rel="noopener noreferrer">news conference</a> on the bill, Kelly promised to “Keep up the fight” until every woman, “regardless of color, receives the care she deserves.” She said the bill addresses systemic issues surrounding hospital accountability, maternal care and racial disparity. Hospitals would have to include clinical justifications for sending one home and document patient understanding. She said Black women are more likely to have negative health outcomes regardless of where they live, their income and other factors. Wells said she felt like she was treated as “less than human.” “It’s clear Mercedes’ story isn’t an isolated issue,” Kelly said. The WELLS Act would also require racial bias training for health care professionals. Kelly also said she plans to reintroduce the <a href="https://www.congress.gov/bill/118th-congress/senate-bill/2846/text" target="_blank" rel="noopener noreferrer">CARE for Moms Act</a>, which was co-sponsored by Sen. Richard Durbin, D-Illinois. Statistics cited in the bill say that while nearly 4 million women give birth in the U.S. each year, at least 1,000 die from fatal pregnancy related complications during delivery or postpartum. Another 70,000 suffer near-fatal complications postpartum. The bill says the U.S. “is the only industrialized nation with a rising maternal mortality rate.” And the vast majority of them — around 80% — are preventable. The bill would have the secretary of Health and Human Services establish a grant program for the purpose of developing and sustaining “perinatal quality collaboratives” in each state, Washington, D.C. and eligible territories, among other things.By Lois M. Kelly has long advocated for maternal mortality awareness to Congress. She previously introduced the first-ever comprehensive legislative package to save mothers and babies from preventable deaths and ensure healthier outcomes. Studies show Black women are three times more likely to die due to pregnancy-related causes than white women. Following their premature discharge from the hospital, it was around midnight Saturday into Sunday, Nov. 15 into Nov. 16, that the Wells were traveling home when Mercedes said she went into labor two weeks early with the couple’s fourth child. She gave birth to a healthy baby girl minutes later on the side of the road. Franciscan Health Crown Point CEO, Raymond Grady, announced days later the firing of the doctor and nurse who discharged Wells, stating that the hospital “failed to listen.” Grady added that the hospital would be changing its policies regarding pregnant patients by mandating cultural competency training for all labor and delivery staff and physician examinations for all pregnant patients leaving the Labor and Delivery unit. JB Pritzker said the president would be illegally abusing his power if he follows through on the threat. “The problem with the President’s approach is that it is uncoordinated, uncalled for, and unsound,” Johnson said in a statement. “Unlawfully deploying the National Guard to Chicago has the potential to inflame tensions between residents and law enforcement when we know that trust between police and residents is foundational to building safer communities.” And in a <a href="https://x.com/JBPritzker/status/1958965961815392342">post</a> on the social media site X, Pritzker rejected Trump’s notion that Chicagoans were clamoring for the National Guard to patrol city streets. “Things People are Begging for: 1. Cheaper groceries 2. No Medicaid and SNAP cuts 3. Release of the Epstein Files,” Pritzker wrote. “Things People are NOT begging for: 1. Seemingly almost as a side thought, Trump said Chicago “probably” would be the next city where he’d try to deploy troops to crack down on crime. “After we do this, we’ll go to another location. … Chicago is a mess. You have an incompetent mayor, grossly incompetent, we’re going to straighten that out,” Trump said. “Probably that’ll be our next one after this, and it won’t even be tough. And the people in Chicago … they’re wearing red hats. African American ladies, beautiful ladies, are saying, ‘Please, President Trump, come to Chicago.’” Trump, who routinely <a href="https://www.chicagotribune.com/2025/04/15/mayor-brandon-johnson-trump-threats-federal-funding-terrorism/">makes threats</a> he doesn’t follow up on and who would face much tougher obstacles deploying troops into Chicago than he did in Washington, didn’t indicate anything substantive beyond his remarks. Still, Johnson said he took the president’s statements “seriously,” before adding that the city “has not received any formal communication from the Trump administration regarding additional federal law enforcement or military deployments to Chicago.” Trump’s order earlier this month to send troops to the nation’s capital was panned by local officials and Democratic leaders who said the federal intervention was unnecessary — particularly as crime has dropped there and in other major cities. They also said the move could bring about dangerous clashes with civilians. But the White House maintains that the crackdown has led to hundreds of arrests and made Washington safer. The president also floated New York City as the next target after Chicago. Earlier this summer, as Pritzker referenced, Trump’s administration sent nearly 5,000 federal troops to Los Angeles during protests over federal immigration raids. That deployment triggered a legal standoff with Democratic Gov. Gavin Newsom over the federal government’s authority to activate troops. The courts initially sided with Newsom, but an appeals panel later blocked that order. U.S. Rep. Robin Kelly, a Chicago Democrat who is running to succeed retiring U.S. Sen. Dick Durbin, made a pointed reference to Trump’s comments about “African American ladies.” “You have no authority to claim what Black women want,” said Kelly, who is Black. “Black women have lost sons and daughters, spouses, fathers and mothers to gun violence — and experienced the horrific trauma of gun violence and domestic violence themselves — yet you have done nothing to save Black lives. In fact, bringing the National Guard into Chicago threatens Black communities that have already been overpoliced and underinvested in for generations.” Kelly is facing U.S. Rep. The focus on Chicago being the next target for troop deployment comes as no surprise after the nation’s third-largest, strongly Democratic-leaning city has been <a href="https://www.chicagotribune.com/2025/06/17/reports-chicago-trump-militarized-crackdown/">in the White House’s crosshairs</a> since Trump took office again in January. His administration has attacked the mayor and governor’s leadership throughout the last several months, and Chicago’s reputation among conservatives as a punching bag would make images of a National Guard deployment easy bait for his base. Trump in June said Pritzker, who is mulling a 2028 run for president, is “probably the worst in the country.” Trump recently called Johnson “totally incompetent” while hinting that a federal takeover of policing was necessary in Chicago, which he deemed a “disaster.” The governor and mayor, for their part, have <a href="https://www.chicagotribune.com/2025/08/11/gov-jb-pritzker-again-makes-nazi-comparisons-after-president-trump-threatens-dc-like-takeover-in-chicago/">blasted</a> Trump’s crackdown on Democratic cities and warned that he would have no authority to do the same in Chicago. Trump disparaged Chicago throughout his first term as president too, saying the city’s violence was worse than Afghanistan. The enmity is mutual; Trump got just 21% of the vote in Chicago during last November’s election against Democratic nominee Kamala Harris. But a potential federal crackdown would be Trump’s biggest escalation yet. It would come after Chicago has seen multiyear declines in violence after a historic crime wave that coincided with the COVID-19 pandemic and civil unrest over George Floyd’s murder. Chicago leads the nation in total homicides, surpassing both Los Angeles and New York City combined, while its per capita rate is far below that of smaller cities such as St. Louis and Memphis, Tennessee. So far this year, shootings in Chicago are down 36% and homicides 31% after peaking in 2021 to levels not seen in over two decades, according to Chicago police data. She said Homeland Security’s agents are being allowed to “run amok,” and as a result, families are being forever torn apart. The first impeachment article focuses on the denial of Kelly and other Congressional members being denied oversight of Immigration and Customs Enforcement detention facilities. The second article, dealing with public trust, accuses Noem of directing DHS agents to arrest people without warrants, using tear gas against citizens and ignoring due process. The third article cites “self-dealing,” meaning Noem is abusing her power for personal benefit. Kelly said Noem used her position to guide a federal contract to a firm operated by a friend. “I want to tell her right now, Secretary Noem, you have violated your oath of office, and there will be consequences. I am watching you; members of Congress are watching you. I’d like to continue with his service of helping everyone in Illinois, regardless of where they live, including here in the Quad Cities.” Congressman Krishnamoorthi says middle class workers in the Quad Cities are a foundation for the rest of the state. “Let’s just remember that the labor movement is what made the middle class. We wouldn’t have a middle class without them. So, I’m here to thank labor, and celebrate together with them and all of our families,” said Krishnamoorthi. Illinois Lieutenant Governor Juliana Stratton is also running for senate and highlighted the Quad Cities as a hub for organized labor. “I wanted to be here with all of the workers and their families, and celebrate them, and let them know that I will always stand with the men and women of organized labor,” said Stratton. “Illinois is union strong and we always will be.” Dick Durbin has represented Illinois in the senate since 1997. Federal officials say the ICE agent acted in self-defense. Noem described the agent as experienced and said he was struck by the vehicle and briefly hospitalized. He has since been released. Videos posted online show officers approaching Good’s SUV, demanding she open the door and grabbing the handle. The vehicle begins to move forward, and another ICE officer standing in front of the SUV fires shots at close range. Good died from gunshot wounds to the head, according to <a href="https://apnews.com/article/minnesota-ice-shooting-immigration-842b1d92cb93f2326171f139686e8b0f" target="_blank" rel="noopener noreferrer">The Associated Press</a>. What we don't know: Federal authorities have not released the name of the ICE officer involved. It is also unclear whether the SUV struck the officer when shots were fired. What they're saying: Noem said officers were trying to push a vehicle out of the snow when protesters confronted them and claimed Good was blocking officers and refused commands. "This appears as an attempt to kill or to cause bodily harm to agents, an act of domestic terrorism," Noem said. Minneapolis officials strongly rejected that account. Police Chief Brian O’Hara said there was no indication the driver was trying to harm anyone. Mayor Jacob Frey called Noem’s description "garbage," saying videos show the shooting was avoidable and not self-defense. The backstory: Good described herself on social media as a poet, writer, wife and mother from Colorado. Public records show she recently lived in Kansas City, Missouri, where she co-founded a small business last year, according to The Associated Press. A woman identifying herself as Good’s wife was seen in a video from the scene sobbing near the vehicle. She said the couple had recently arrived in Minnesota and have a 6-year-old child. The shooting happened about a mile from where George Floyd was killed by police in 2020. The Associated Press reported Good’s death is at least the fifth linked to the aggressive immigration crackdown launched by the Trump administration last year, which has included the deployment of thousands of officers nationwide. This year’s party brought out hundreds of people to Hadiya Pendleton Park in Chicago’s Bronzeville neighborhood. “We called this event today a party for peace, because there was no way we could have partied when Hadiya left us,” Hadiya’s mother Cleo Cowley said. Hadiya was 15 years old when she was shot and killed in Harsh Park in Kenwood. The shooting happened just days after she performed at former President Barack Obama’s second inauguration as a member of her high school marching band. Cowley said several of her daughter’s classmates from King College Prep were in attendance at Saturday’s event. “That is just a glimpse into the impact gun violence has. It’s not just the person that dies, it’s not just the immediate family, it’s the people they touch, and that goes for everyone,” Cowley said. Hadiya’s family holds their Party 4 Peace every year on the first Saturday in June, because Hadiya’s birthday was June 2. They alerted the closest hospital, Franciscan Health Hospital in Crown Point, Indiana, that she was in labor. The Wells said the nursing staff showed stern faces and no compassion.&nbsp;&nbsp; "I let her know that my water had broken, and she said, 'Well, sometimes [that] can be normal even when you're not in active labor,'" Mercedes said.&nbsp; The nurse told Mercedes to walk the halls and wait for an ultrasound. She also handed her a cup, requesting urine for a drug test. As Mercedes walked the halls, her contractions were getting closer and more painful, so the nurse checked her cervix again. "She said she could feel the baby's head, but the doctor said that I [would] be discharged. I pretty much begged her to let me stay in. I asked about this policy. Do I have to leave? And she said that I did," Mercedes said.&nbsp;&nbsp; She was wheeled out of the hospital, and Mercedes said multiple nurses ignored her tears and pain. During their 30-minute drive to the nearest hospital, Mercedes had to push. Leon delivered his daughter on the side of the road. The couple's traumatic experience was a call for action, as Congresswoman Robin Kelly announced a maternal health bill — the WELLS Act. "WELLS Act, named after Mercedes, wants to ensure that this doesn't happen again. And also, racial diversity, racial training, cultural sensitivity is a part of it also because racism is definitely a part of what has been happening in this country," said Kelly.&nbsp;&nbsp; Kelly's health bill would require all hospitals to have a safe labor discharge plan. The plan aims to protect patients, specifically mothers, from non-clinical discharges. Memorial Health Hospital in Decatur is a good example, with the Obstetrics Department having annual trainings on birth equity and implicit bias. "This training is really, really vital because, I mean, obviously disparities do occur. And we work very hard here to ensure that they don't occur here in our facility," said Danielle Collins, manager of OB/Peds at Decatur Memorial Health.&nbsp;&nbsp; Mercedes' pelvic floor is damaged from delivering in the front seat of the car. The baby girl has been having seizures, but the parents are not sure if the baby's condition is related to the birth. The incident occurred on Friday morning outside the Broadview processing facility, in which "rioters assaulted law enforcement, threw tear gas cans, slashed tires of cars, blocked the entrance of the building, and trespassed on private property," the <a href="https://www.dhs.gov/news/2025/09/19/violent-rioters-assault-law-enforcement-ice-broadview-processing-center-police" target="_blank" rel="noopener noreferrer">agency said in a news release</a>. The situation at the facility, located 13 miles west of downtown Chicago, escalated during the day. During the morning, vans picked up and dropped off rioters "as an organized effort to obstruct ICE law enforcement," the agency said. On Friday afternoon, one woman appeared to be shot with a paintball gun at close range, <a href="https://abc7chicago.com/post/ice-chicago-protesters-gather-outside-broadview-facility-amid-operation-midway-blitz-immigration-crackdown/17847122/" target="_blank" rel="noopener noreferrer">WLS-TV reported</a>. She was placed in handcuffs. Just before 8 p.m., agents launched tear gas into the crowd outside the detention facility. "Our ICE enforcement officers are facing a more than 1000% increase in assaults against them," HHS said. "Disturbingly, in recent days, two ICE officers' have had cars used as weapons against them." ICE has stepped up enforcement in Chicago as part of "Operation Midway Blitz," which began Sept. 8. Border Patrol Commander Gregory Bovino, who led an immigration crackdown in Los Angeles, was on hand at the facility. Since personnel were added last week, the operation has "resulted in the arrest of hundreds of criminal illegal aliens, including Tren de Aragua gang members," whom DHS said "prior criminal histories of" murder, sexual assault, drug trafficking, robbery and other offenses. Chicago is a sanctuary city, meaning local, county or state law enforcement doesn't need to cooperate with federal authorities to protect undocumented immigrants. "Police under JB Pritzker's sanctuary jurisdiction refused to answer multiple calls for assistance," HHS said. "These rioters and sanctuary politicians are choosing to side with criminals over American victims." Illinois Gov. JB Pritzker and Chicago Mayor Johnson are Democrats. "The violent targeting of law enforcement in Illinois by lawless rioters is despicable and Governor JB Pritzker and Mayor <a href="https://www.upi.com/topic/Brandon_Johnson/" target="_blank" rel="noopener noreferrer">Brandon Johnson</a> must call for it to end," Assistant Secretary Tricia McLaughlin said in a statement. "The men and women of ICE put their lives on the line to protect the people of Illinois and all Americans. "From comparisons to the modern-day Nazi Gestapo to glorifying rioters, the violent rhetoric of these sanctuary politicians is going to get law enforcement killed. This violence against ICE must end." On Friday, two demonstrators were seen being detained by agents, WLS-TV reported. Agents were attempting to move vehicles, with the demonstrators in the way and not moving. "We have here a federal government that is actively working against its people, that is doing everything possible to divide them," Alderman Andre Vasquez said. "They are building the same system that they are going to use for everyone else." U.S. Rep. Robin Kelly was among several elected officials outside the detention center. "I had to come over, talk to some people and see for myself," Kelly, who serves the 2nd Congressional District, which serves southern Chicago and suburbs. "People are being treated like animals. What ICE is doing is unconscionable. I know that they are doing what they are told to do. But they are treating people like animals not people. It's a Gestapo-type action." Protesters have a right to make their voices heard, official with the American Civil Liberties Union said. "What isn't protested is the attempt to obstruct or to you know limit the building or the government employees from entering or leaving that building," Ed Yhonka, ACLU of Illinois director of communications and public policy, told WLS. "Someone attempting to puncture the tire of a vehicle, that's not speech. That's an action, and that isn't protected by the Constitution." An Illinois Democratic congressional candidate was shown in a video being shoved to the ground during an anti-ICE protest outside the location. "This is what it looks like when ICE violates our First Amendment rights," Kat Abughazaleh, a former reporter and Democratic candidate for Congress, posted the video to her X account on Friday. She is running in the 9th Congressional District, which serves north suburban Chicago. It would apply to federally qualified health centers, rural health clinics, tribal health programs, emergency medical services agencies, community-based birthing centers and other facilities. “My bill aims to address systematic issues around maternal care, racial disparities, and hospital accountability,” Kelly said. “It’s clear that what happened to Mercedes isn’t an isolated incident, nor is it the first time a Black woman’s pain has been ignored.” The WELLS Act, which would also mandate racial bias training for health care professionals, will be formally introduced when the House returns from Thanksgiving break. Grady issued a formal apology to Wells and her family last week. The hospital also said it would implement new policies requiring all pregnant patients in the labor and delivery unit to be examined by a physician before they leave the hospital, Grady added. Cultural competency training has also been mandated for all labor and delivery staff. Wells’ experience highlights what health experts say are the long-standing disparities in health care for Black women. The maternal mortality rate for Black women in the United States is significantly higher than for other racial groups. Black women are three times more likely to die from childbirth than white women, with 50 deaths per 100,000 live births, compared with 14.5 deaths for white women, 12 deaths for Latinas and 10 for Asian women, according to the Centers for Disease Control and Prevention. Black women also report facing disproportionate levels of unfair treatment in health care settings, according to KFF Health News.
